"Esprimere la legge dei popoli. I diritti dell'uomo in lingua italiana"


La crescente importanza assunta negli ultimi decenni dalle tematiche
dei diritti dell'uomo in tutto il mondo si è accompagnata
inevitabilmente a una necessità di concettualizzazione e di
denominazione di chiaro interesse per linguisti e operatori del
settore. In particolare, la traduzione del linguaggio dei diritti
dell'uomo sconta una difficoltà teorica di fondo: la contraddizione
tra una terminologia astratta che si vorrebbe improntata
all'universalità, da un lato, e le particolarità degli impianti
giuridici e culturali in cui tale terminologia andrebbe impiantata. A
ciò si aggiungano, per le lingue tributarie di una terminologia
espressa per lo più in inglese, i problemi più pratici legati alla
risoluzione delle numerosissime ambiguità e contiguità semantiche
insite in tale linguaggio.

Negli ultimi anni un gran numero di attori (istituzioni comunitarie,
organi governativi italiani, organizzazioni internazionali, ONG, ecc.)
si sono adoperati per trasporre nella nostra lingua i principali
strumenti del diritto internazionale in materia di diritti dell'uomo e
mutuarne il relativo armamentario terminologico. Questo sforzo di
sistematizzazione, che ha portato in alcuni casi a risultati
notevolissimi come il Manuale dei diritti umani a cura del Senato
della Repubblica, non è stato sottoposto finora ad una riflessione
comune, né tanto meno ha beneficiato di un approccio coordinato. Per
questi motivi, in occasione della Quinta giornata della Rete REI per
l'italiano istituzionale, in programma a Roma il 16 giugno 2008 presso
la Rappresentanza della Commissione europea presso l'Italia, il
Dipartimento di lingua italiana della DG Traduzione della Commissione
europea organizza un incontro destinato a mettere a confronto alcune
tra le esperienze di trasposizione concettuale e creazione
terminologica compiute in Italia in quest'ambito, nell'intento di
stimolare una riflessione su questi temi e di proporre orientamenti
comuni per il futuro.

La presenza delle lingue latine in Internet

L'Unione Latina ha pubblicato un interessante comunicato stampa
relativo alla presenza delle lingue latine in Internet.
What languages does the internet speak?
2007 statistics on the presence of Latin languages on the web

In 1992, English took up almost all of the web. In 15 years, the
situation has changed considerably: the presence of English has fallen
by half and the Latin languages are increasingly present. This study,
the result of cooperation between the Latin Union, an
intergovernmental organization, and the NGO Networks and Development
Foundation (Funredes), enjoys the support of the Délégation générale à
la langue française et aux langues de France.

Presentation of the study
The Latin Union and Funredes have been studying the place of Latin
languages on the web since 1996. This is the seventh study, and it has
been modernised to include some new features. In addition to Spanish,
French, Italian, Portuguese, Romanian and German, the languages now
studied include Catalan. It still contains a compilation of everything
that has been measured since the very first study, but it focuses on
the comparative study of the presence of Latin languages in relation
to English (and German) on websites and in blogs, a new area of
measure. The study also presents detailed results for each linguistic
area, which enables a comparison of web page productivity per country.

Methodology
The methodological principle of the study has remained unchanged, that
is, the rigorous selection of
equivalent terms in all the languages studied, the measurement of the
number of pages indexed in a search engine corresponding to each of
these terms in the different languages studied and, finally, the
statistical construction and validation of the results. The
methodology has had to be slightly revised however in order to adapt
to developments in search engines and to offset the effects of the
invasion of advertising on the internet, which has tended to distort
the results.

The statistics show that Latin languages have stood still in relation
to English. This state of affairs is
indicative of a phenomenon concerning the space indexed by each search
engine. In 2003, English grew in the indexed space and this situation
seems to have recurred over the period 2005-2007. The trend does not
denote a decline in the presence of Latin languages in cyberspace, but
rather a decline in their presence in the spaces indexed by the main
search engines, in particular as a result of the significant
development of the Chinese language on the internet. The only real
increase has been for Romanian, which must be a result of its recent
entry into the European Union.

Productivity of internet users by language
By dividing the percentage of web pages by language by the number of
internet users by language, we obtained a productivity index of web
pages by language. These figures show clearly the low productivity of
Latin countries in relation to French-speaking and English-speaking
countries; only Italian shows a satisfactory capacity for web page
production in the national language.

Conferenza Internazionale "Everyday Multilingualism"

Eisenstadt, 13 -15 giugno 2008

The UN has proclaimed 2008 the International Year of Languages. On
this occasion the Austrian Federal Ministry for Education, Arts and
Culture and the Austrian Commission for UNESCO will be jointly
organising an expert meeting on the subject of multilingualism in
terms of everyday multilingualism.

Congresso Internazionale AITI 2008

"La professione del traduttore e dell'interprete: deontologia, qualità
e formazione permanente"

Il congresso AITI 2008 (venerdì 6 e sabato 7 giugno 2008) si rivolge
ai professionisti della traduzione e dell'interpretazione in Italia e
all'estero.
Le due giornate di studio si articolano in una conferenza plenaria
suddivisa in quattro sessioni dedicate a temi di forte attualità per
gli addetti ai lavori: la deontologia, lo status del traduttore e
dell'interprete, la qualità dei servizi di traduzione e il diritto
d'autore delle memorie di traduzione.
I contributi provengono da studiosi, da traduttori e interpreti
professionisti e dai rappresentanti di associazioni di traduttori e
interpreti estere aderenti alla F.I.T. (Fédération Internationale des
Traducteurs).
Per le sessioni plenarie sarà attivo un servizio di interpretazione
simultanea (francese e inglese).
Nelle sessioni che si svolgeranno parallelamente alla conferenza
plenaria, si è scelto di dare ampio spazio alla formazione permanente
organizzando vari workshop intesi a fornire strumenti pratici e
consigli in materia di aggiornamento professionale.
I workshop affronteranno principalmente le seguenti tematiche:
traduzione tecnica e medica, traduzione multimediale, traduzione
letteraria, terminologia, localizzazione e interpretazione di conferenza.
Il programma prevede vari momenti di socializzazione accompagnati da
coffee break e una cena di gala, nella serata di venerdì 6, con musica.
Siamo sicuri che il congresso AITI 2008, uno dei rari eventi del
settore che si tengono in Italia, sarà un'occasione unica di
aggiornamento e di riflessione per i professionisti. Il congresso è
aperto al pubblico secondo le modalità d'iscrizione indicate
nell'apposita sezione.
Vi aspettiamo numerosi a Bologna.
