TOWARDS THE CONVENTION OF THE EUROPEAN CITIZENS AT GENOA
3-4 DECEMBER 2005

Contribution to the debate proposed at the General Council of
Europa Plurale - Movement for a Global Federalism.



Federalist Defies

Today we find ourselves facing maybe one of the most critical of the long and
complex process of European integration. A crisis which is developed on multiple
plans interweaved between them: on one side, the more marked "critic" to the
Europe designed by the Constitutional Treaty, became evident by the predictable
fail from the French and Dutch voters called to express themselves through
Referendum; on the other hand, the doubts and the reconsideration of the
European government, became clear by the proclaimed "reflection pause", signed
from the new European Commission held by Barroso. The obvious incapacity of the
European institutions, in their complex, in facing the economic, social and
political problems of European and global dimension.
Can we, as it has been often affirmed, dump the entire responsibility to the
European governments?
Yes, if we think, as it correctly should be, at the "governments" as an
expression of determinate political-parliamentary majorities in the different
national contests and if we correctly highlight the responsibilities of the
political parties (European and national ones), which have conduced to the
nowadays crisis.
But this argument can not solve by itself.
The intermediate organisms: federalists, Europeans, ecologists, trade-unions
and from the society in general, after the double French and Dutch’s failure,
hadn’t known how to repurpose with the right words the debate and the main
objectives: the EUROPEAN FEDERATION through the FEDERALIST CONSTITUENT ASSEMBLE
of the EUROPEAN PEOPLE.
It is obvious that the only, true way to continue the sat up process is the
convocation of an assemble, which will elaborate a project of Constitution to be
later presented to the European citizens, that actually is, the best solution,
altought the most difficult one.(cfr.Umberto Allegretti from Carta Etc.)
This because, besides the variety of positions united under the "NO" umbrella,
it seems obvious that the weak point of the actual Constitutional Treaty is the
distance felt by the European citizens either from the text or the modalities of
elaboration and approval of itself.
From this point of view, continuing the ratification process today, risks to
be not worth it. This mainly, because of two reasons: 1)if the text doesn’t
accomplish the necessary number of ratifications, the risk of a great break
inside the Union could be high; 2)even though the number of ratifications is
accomplished, the democracy issue of that structure and the resulting deficit of
the civil legality will remain untouched.
In other terms, any other strategy that won’t consider the citizens as active
part is meant to fail. Besides this, is obvious that it wouldn’t do anything
else but to enforce the positions that are contrary to the European integration,
which have often found in the poor democracy of this process, an easy polemic
target.
This means, that it is necessary to return the Europe among the people. That
is why, it should be opened a debate in the public space of the European
Constitutional sketches (cfr.Umnerto Allegretti from Carta Etc), but only if the
"public space", is meant as the space where the collective mentalities and the
political choices are formed, and not only to the "specialized audience". But
this is not enough: we must always consider the matter of: "WHICH Europe we
want". It would be better highlight this issue, because absolutely nothing can
guarantee that the election of the sat up Assemble will bring to the desirable
Europe.
Is from that point of view, which regards the definition of a new Europe
project, that in our opinion should be developed the initiative the European
Citizens Convention.
From this prospective, we find ourselves in front of the hard task of opening
contemporaneously multiple options:

Seriously working and with determination on a credible project of European
Federation (and definitely necessary, in a confusing contest, is repointi out
the word "Federation"), trying to understand all the reasons of the European
citizen’s disappointments and doubts.
Systematically facing the issue of communicative strategies adopted in order
to spread this new vision of Europe.
Pointing out different ways and subjects in order to achieve a serious road to
an European Assemble Convention, strange with determination from the
conventional method, which has proved his limits.
All this requires a new spirit, of discussuing the certainties that today
can’t be considered any more, and discussing the old ownerships and political
categories, to elaborate new and much more realistic ones.
In this two-day Convention, we will have the occasion to inaugurate e new
season of federalist and European commitment: Requiring courage, the courage to
point out together the new European coordinates.
