Laboratory reform, which is intended to improve access and provide the
public with assurance of the highest standards of laboratory service,
prompted the Ontario Medical Association (OMA) to develop a Quality
Management Program for laboratory services (QMP-LS).
QMP-LS has developed a peer review accreditation process, Ontario Laboratory
Accreditation (OLA), in which all Ontario laboratories will participate. The
consensus requirements for accreditation are based on international,
national and provincial standards, as well as federal and provincial
legislation. Implementation of these requirements will lead laboratories to
develop and implement a Quality Management System (QMS).
The goals of the QMS are for the laboratory to:
Operate efficiently and effectively, meeting regulatory requirements
To be managed with the interest of the patient
To ensure that everyone understands who is responsible for doing what, when,
why, where and how
To continually strive for improvement
The QMS is structured on twelve essential elements, Quality System
Essentials (QSE),
which apply to all operations along the path of workflow. Every organization
functions with these essentials (described in policies, processes and
procedures) in place.
